Mobile App for Reducing Temple Waste

As an environmental initiative toward reducing temple waste, I am looking for a top-notch mobile app developer to design a mobile App for longer reuse of paper bags. Developing this App for Android should be the primary platform, but if preferred, the app can also be built for iOS as well.
The main feature of the App should for longer reuse of paper bags by the temple visitors. This would include tracking the usage and gauging the donation pledged for using the service against the rent for each bag. Additionally, the App should contain information and awareness content, which will educate temple visitors about environmental conservation, motivating them to use the mobile app.
The App should be completed within 1 month. This timeline will help us launch our project as soon as possible and get the most benefit out of it.
