Mobile App for Android and ios

We are looking for a vue.js developer to create a cross-platform mobile app (Android and iOS). It will be an Uber-liked app for gig workers and customers, with logic to match them geographically and by some other criteria to be discussed further. We only want the code and UX done now, we will handle the UI (colors, images, berbiage, etc) ourselves. Important: We need someone who will be willing to comment the code extensively so that another developer can understand their code with ease. Would like to have the opthion to discuss the project via a phone call or Zoom as needed.
