Mobile App Uber Like

A non profit org require mobile app with below features:
1. Support both on iOS and Android
2. Uber like map to locate nearby services required in an emergency or urgency [Ambulance, Hospital, Blood Bank, Pharmacy, Fire Station etc]
3. Onboarding interface to add the details of these services
4. Google map API integration to locate the nearby services as per current location of the user
5. Putting the app on play store and app store and managing it
6. Anything else can be suggested.
Being non profit, we have limited budget therefore send a proposal accordingly.
