Mini Android WiFi App Development (React Native & Node.js)

I'm seeking a developer experienced in both React Native and Node.js to create a mini WiFi app for Android. This application needs to perform the following functions:
- Connect to WiFi networks: The functionality should include the ability for users to manually input the SSID and password to establish a connection.
- Display available WiFi networks: This app should scan for present networks, and show them as a list.
- Show signal strength: Each network's signal strength should be evident.
In terms of aesthetics, a traditional UI design is preferred. The important thing is that the app should be easy to navigate, with intuitive controls. Prior experience in developing WiFi apps or other networking applications will be a bonus. Also, knowledge in user interface design according to traditional paradigms is expected.
