Marketplace multi-vendor APP

I am looking for a developer to create a marketplace multi-vendor app that can be used on both iOS and Android platforms. I am open to suggestions for the technology stack or framework for the development. However, the app must have essential features such as instant location distance, product listing and management, and most importantly, chat and communication, also reviews.
