Make Andorid Web view app with upload specific files option

I am looking for a skilled Android developer to create a web view app with the ability for users to upload specific files.

-Subtitle files (srt, stl, vtt, ass, sbv, sub)

Design:
- The design for the app will be based on the view of my website.

This is my website: translatesubtitles.co

So I just need web view app with option to upload Subtitle files (srt, stl, vtt, ass, sbv, sub) just like it is on my website.

Note: the application must work like a website.

Important: Also I will need the source code because I want to do some modifications later.

File size limit:
- Users should be able to upload files up to 5MB in size.

Ideal skills and experience:
- Proficiency in Android app development
- Experience with web view apps
- Knowledge of file upload functionality
- Ability to integrate design from website view into the app
