MVP Mobile App for a Recruitment Platform

I am looking to commission development of a minimum viable product (MVP) mobile application for a recruitment platform, supporting both Android and iOS platforms. It must include user accounts for recruiters, candidates and admin accounts, and not require payment gateway integration for the MVP.
