Looking for Google Ads App Promotion Expert for targeted users installs

I am looking for Google Ads expert to run a targeted users (freelancers) promotion campaign for my android app on a global scale. The primary goal of this campaign is to increase installations and establish a strong user base.

We are already running campaign on google ads app promotion but we are not getting targeted users.
we want to show ads to freelancers who is using android app like fiverr upwork freelancer . but we are getting 80%uninstall ratio we are receiving getting users set alarm set alarm reminder . but we want to target freelancers our app is message alert app for freelancers when user will receive message on app they will get instant alert . so freelancer cant miss any message or job alerts.
