Kotlin Vehicle GPS Logger Development

I'm looking for an experienced Kotlin developer to create a GPS logger for Android. The app should be capable of real-time save the coordinates in GPX file

Key Features:
- record gps the location every 1, 2 or 3 seconds
- save the GPX file automatically ever 2 minutes with timestamp
- transfer the file via ftp, if there is a connection, if not, whenever the connection is established, transfer all accumulated files.
- 1 page interface only

Ideal Skills:
- Proficiency in Kotlin, Android Studio.
- Experience in developing GPS tracking apps
- Knowledge of implementing offline functionality in apps
