Kotlin Developer for Android Overlay Screen Detox App

I'm looking for an Android Kotlin developer to create an app that helps people detox from their phones by blocking the opening of certain apps at specific times. The app should work as follows:

1. It should have a modern design.
2. The user should select which apps they want to detox from. The selectable list should include all applications, including system apps.
3. The user should select the time range during which the block should be active.
4. The user should choose until which date the block should be active.
5. During the chosen time range, if the user tries to open any of the selected apps, a page should appear overlaying the app, blocking its usage. This page should have a message and a button to possibly suspend the block for one day.
6. Until the end date of the detox (point 4), it should not be possible to modify the selected settings, and it should not be possible (or at least it should be very difficult) to uninstall the application. If the user tries to uninstall the application or remove the granted permissions, a screen should appear with a message and a button that, when pressed, removes the block on uninstallation.
