Java depelover required for developing service based system

I am looking for a developer who can help me with the development of my thesis project
This project consists of an Android application that has already been developed. It requires only a few modifications. The application reads data from nearby BLE sensors and processes them accordingly.
Main requirement is to create web application for the same, (front-end of web application is almost complete) so I need help in back-end development, it will collect same sensor data as it does in mobile application This needs to be accomplished using REST API or Kafka for stream processing.
We also need to use container, docker and cloud technologies somehow with the project.
For that we can containerize the services and will use Kafka for communication or either APIs. I need someone who can help me to develop the mentioned functionalities in java.
My total budget is 200 USD. If you want, you can also do it on weekends. If you understand the requirements well then it will take maximum 10 days to complete the whole project.
