Java WebView Android App Update

I need updates made to my existing Java WebView Android application.
The app is currently experiencing issues with file permissions and user notifications.
Key Tasks:
1. File Permission Issue: The app shows 'Permission Denied' when the 'Choose File' button is clicked, but does not prompt for permission. I need the app updated to handle this properly. After requesting access, the app should continue without file access if permission is denied.
2. Notifications Alert: If the notifications access is turned off from settings, I want the app to pop up an alert when opened, notifying the user that 'Notifications alert is OFF, please access to allow'.
