Issue Ticket App

I am looking for a developer to create my perfect issue ticket app. This custom application needs to be able to work on a variety of devices, from desktops to phones and tablets. To ensure the highest level of security I need this application to use Certificate Based Authentication. Additionally, I need the highest level of customization available for this app - so please come prepared with ways to make it as personalized as possible!
