Iot based motor monitoring controlling system(water level)

I want an android application (android studio (java) ) with source code ,that connect with IOT devices(arduino code) and operate the Motor /pump(demo) automatically like if the water level inside tank is upto 90/100% then turn off motor automatically and when water level is upto 10/20% then turn on the motor automatically .also for the user to operate motor manually then on/off button require .
