Ionic/Cordova migration

I need help migrating the Ionic v4 mobile project to a latest version. All other dependencies have to be updated as well, including Cordova, NodeJS, Android Support Library, Android Gradle build tool, etc. I have to be able to create clean iOS and Android builds. Everything has to be done on my machine - I will have to share the screen. The price is negotiable.
