Interactive Map-Based Mobile App Development

I'm looking for a professional mobile developer to assist in creating a cartoon/animated themed mobile application for both iOS and Android platforms. The primary feature of this app will be an interactive map.
Key aspects of the project include:
- Designing and implementing customizable avatars, which will be displayed on the map interface. The level of customization should be moderate, allowing for personalization in terms of basic features, facial characteristics, and outfits.
- Creating "Map Pin Points" that are capable of showcasing an image, date, and time within a square-shaped pin for optimal visibility.
- Developing additional sections of the app like a "Sponsored Content" page (which will feature sponsored/advertised Pins), a "Friends" page, and other relevant areas.
I will provide a comprehensive document detailing all the necessary features and specifications to the most competitive proposal.
Ideal Skills and Experience:
- Proven experience in mobile application development for both iOS and Android platforms.
- Proficient in UI/UX design, particularly in creating a cartoon/animated theme.
- Experience with developing interactive map based applications.
