Interactive Local Network Chess App

I'm looking for an experienced mobile app developer to create a chess application that allows two humans to play against each other. The unique aspect of this app is its ability to send the moves to a PC running Ubuntu.

So that means there will be 2 tablets communicating the moves with eachother.
So at the moment I am not sure whether to use an Android tablet or an Ubuntu tablet.
It all depends on the complexity of the platform.
