Implement 2 new features - QR search and item transfer between users in Kotlin

I'm in need of an experienced Android developer adept at creating applications with innovative features. For my project, the key functionalities needed are as follow:
- QR Code Search: The application should allow users to scan QR codes to fetch the necessary information.
- User-to-User Item Transfer: Another key aspect of the application is direct transfer of items between users within the app - a seamless, secure and straightforward process.
The ideal candidate for this project must possess a strong background in Android development, particularly in implementing QR code technologies and facilitating user-to-user interactions within an app. Experience in establishing secure transfer protocols within an app will also be highly regarded.
Project is done in Kotlin and represents Inventory Storage management.
The current version of the app works like this:
Admins are able to add new items and approve transfers of items between users. They can also see the transfer history of each item. (MAIN CHANGE NEEDED)
Users can request an item from each other but an admin has to approve it every time, and only then the item is sent from one user to another.
After creating a new item as an admin, a QR code is generated, based on the name of the item.
All of the above is already done and is not as good as we expected.
The changes needed:
A search where user can search for specific item using QR code ( so QR code scanner type of search) ( IMPORTANT)
Admins should not be involved in transaction, the transfer of items should be done between two users, one requests the item, the other one approves or declines, and that's it. (IMPORTANT)
