IOS App for iPad and iPhone - also Android for Phase 2

Hi, Looking for an IOS and Android developer to create an APP.
The App is for a project management SaaS website.
We want it to replicate the core features of the website to include
Site Survey,
Scanning QR codes,
signing off a project
Calendar Management
The big thing we are looking at here is the ability for it to work in an offline mode, this is vitaliy important.
Our existing website is built as a PWA on React Node, Lavarel, Bootstrap.
We made some good efforts for the PWA to work in offline mode, including a caching button to cache all details from the website before you go offline. And for the most part it does work. the issue is when you make any changes to the code this knocks out the code for offline mode.
