IOS and Android dictation app

Brief explanation :
this app would be used to record audio files by users (audio recorders) and shared to other users (writers)
1- audio recorders
- should log in to the app by user name and password
- will have access to 3 pages
a. record new dictation : in this page the user has to enter identification number for every new dictation, radio button "formal request submitted ?" if un checked the recording will be deleted after 7 days , then there should be a button to start recording an audio file , the user can stop recording and resume , when he finish he can submit it and it will show in the pending recording page (and to the "writers")
b. lists of pending recordings
c. list of completed dictation
- the dictation will be changed to completed by a writer
2- writers
- will get notification if a user submit a new recording
- log in by username and password
- see a list of submitted recordings by users (those who have radio button off should have different color)
- will be able to listen to recordings (with advanced controls like rewind 10 second , pause ) and change the status of recording to completed (if completed it will show as completed to the user and send him notification) , after being completed will be deleted from server after 7 days
- recordings in this list should show which user submitted them
- will see a list of completed recordings
user name and password only issued by admin (no password recovery or registration)
server should be cheap (like ubuntu ) and give me the access to it when finished
