Hybrid app (Laravel 9 + Android/iOS)

We are about to launch a new digital currency so we need a developer that can create a hybrid wallet/banking app for both Android and iOS. The web application part needs to be made entirely in Laravel 9 with Blade templating engine and Livewire instead of Ajax. No VueJS or Inertia.
You must do the UI design, and we expect no less than a modern and beautiful design. The design must be approved by us before starting developing the application.

The application must have all the features that is included in every standard wallet/payment/bank app. However, we want our application to also include an admin area, plus:

Exchange
- Users can buy or sell e-currency within the app, so you need to implement a feature that allows them to add a listing under an "exchange" -section. Then buyers/sellers can send private message within the application for further communication (see Chat further down).

- When a user signs up, he/she will get an auto-generated account automatically. However, they can create more accounts in addition to the one they get when they register. However, they can max have 5 accounts.

- Users can send messages to eachother within the application.

- An area that displays news. These are managed through the admin panel.

Verify Account
- This currency/application is meant to be completely anonymous (more than cryptos), but we want a feature that lets users verify their ID and upload documents.

This job requires the following:
- UI design
- Creating the web application in Laravel 9
- Creating apps for Android and iOS that loads the web application
- Add it to Apple App Store and Google Play
This project is done when the finished product is tested and verified as secure by a third part.
There will be no milestones created before the project is done. Our experience have taught us not to deposit large amounts of funds in case the freelancer backs out. Getting deposited funds back from this platform is very troublesome.
