Hybrid MUSIC app build and deploy on app store

I am looking for a developer to help me on a project, please first see the 2 briefs(will send to developer who are confirmed) about what the project is and what is supposed to do and the functional requirements.
The app was copied from https://www.tracklib.com/ I highly suggest you create an account and use this site as it has every single function we need also.
We basically need to make this kind of app where the user can upload beats and record over them, they can charge subscription fee , I don’t mind how this is built but will need to be hybrid and work on web, ios and android.
My initial plan was to find something similar online like this link https://codecanyon.net/item/online-music-streaming-app-music-player-app-music-app-in-react-native-multi-language/40383941 and edit the code slightly and some skins and design to make it our own.
I am also open to you building this on your own from scratch if you think its easier and quicker, let me know your thoughts, I hope to choose a developer to begin today.
