Gif/Video Converter

I want a source code for an android fragment that will:
- Accept a URI as paramater
- The Uri points to a local Video/Gif file
- Play the file and trim the required portion (see the attached screenshot)
- Then Convert the trimmed portion to animated Webp file
- The output file max size is 512kb
- The source code must be in kotlin
