GPS-Tracking App Development for a Research Project with Yale University

We invite qualified freelancers to submit proposals to develop a mobile application for a research project. We need the freelancer to develop an application that allows us to track the daily locations of study participants through their smartphones and also to establish a secure database where the location data will be stored. The goal is to collect location data while ensuring privacy and data security.

Project Scope:
The freelancer is expected to develop a mobile application compatible with Android devices, capable of collecting location data. As Android recently updated the capability of tracking app users, the app should be designed such that the location of users is tracked every time they open the application. Given that the new rules require user actively opening the app for location tracking, we intend to explore three strategies to incentivize participants to open it:
Option 1: Compensate participants with mobile plan credits upon each app opening.
Option 2: Provide a mobile plan top-up after reaching a specified threshold of unique app-opening days.
Option 3: Compensate participants based on the count of app-opening days checked every 15 days.

Application Requirements:
The mobile application should collect and transmit location data securely to a database.

Key features include:
Location tracking on Android devices.
Secure storage of location data, participant phone numbers, device identifiers, and unique participant identifiers (PID).
Manual entry of PID by participants during the initial app setup.

Database Requirements:
The freelancer is responsible for setting up a secure and accessible database, ensuring ease of use for researchers without technical expertise. There should be an admin panel that can be used to access the database from a web browser, and to download the data with the correct username and password. Because participant data security is important, we would ideally like data to be encrypted both in transit and at rest. As the freelancer will not be a member of the research team, it is also important that they don't have access to the database once it is built

Password-protected database accessible via an admin panel on a web browser.
Encryption of data in transit and at rest for enhanced participant data security.
Multi-user functionality with individual passwords; users can access data but cannot add or delete users.
Ability for the database administrator to set up and manage multiple users.

Proposal Submission:
Interested freelancers are requested to submit a brief expression of interest, outlining their experience, approach to the project, timelines, and cost estimates. We will review bids and reach out to top candidates Tuesday, 2/27. Shortlisted candidates will be asked to submit a more detailed proposal.
