Food & Grocery Ordering Application Development

Hi, I am looking to get an Android application developed for food & grocery delivery. There should be four components of the application: a) for the end-user for ordering b) for the seller (grocery shop/restaurant) c) for the delivery partner & d) for the admin for overall administration & monitoring.
The app should also have map, location tracking, online payment gateway, festive discounts & loyalty bonus features. All client data should be stored on AWS and should strictly adhere to GDPR.
Please suggest, what technology/platform is best suited to handle this kind of applications. You can use "Swiggy" or "Zomato" app for reference. We need similar features.
