Firebase push-notification with php for android and ios

I have an android and ios webview app and a simple php-Chat with a possibility for user registration.
Now, I want to have a push-notification only for the user, who has recieved a message in the chat and is not online. The push should be show the last non read message. All the chat-messages will saved in my database. I want use firebase only for the push, not as database
The Push-Notification should work for everyone who installs the app and registers for the chat.
