Expert Xamarin Developer -- 2

Hello
I have an App developed in Xamarin and I need an expert who can handle emergency Push Notification in Android . It should work such that even if App is not open , quit or in any state , even if phone is silent the notification should make sound . for iOS this is working already .
I need the developer to make sure that Notification works perfectly in Android both emergency and normal notification along with it ..location which is sent to backend is not getting sent frequently so this also needs to be checked .
I need this to be done ASAP .
