Election vote Real Time

I am looking for a freelancer to help me with my project of real-time vote counting for a local election. The main goal of the project is to provide accurate and up-to-date vote counts to the public.
I need something to count in real time mood the votes that some candidates collect during counting votes. There are three major candidates and under every major candidate there are twelve persons that collect votes for the town council. There are 10 section where I need to put the votes in real time mood
I need an excel sheet on google drive online sheet where i can put the candidates and I can increase/decrease the vote pressing + - button. The most important thing is that I’m able to use this sheet on mobile phone android/ios with an app and it's important that I can click + - buttons very fast cause the count is fast mood when they say the candidate name. I need a sheet that is then replicable in others nine sheets because the section where is possible to vote are 10 section. I thought a solution with google sheet online cause is possible to update in real time the votes but I don’t know it it’s necessary develop an app to press the buttons to increase/decrease with the smartphone. I’m willing to alternative solutions instead google sheet but the most important thing is that is ok to update with the smartphone in real time mood and fast mood.
