Edit My Web view app with proper admob ads placement without any privacy violation

I have a web view app. i want someone to put interstadial ads, app open ads in the best way to generate maximum income and without any policy violation. I'm thinking of adding a main menu to the app with buttons which will lead to different web pages web view and each time a button is pressed an ad shows. and every time back button is pressed it goes to main menu. And also app open ads. Without any policy violation.
