Development of Custom Interactive Maps with Advanced Features for Khazarasp, Khorezm

We are seeking a professional to develop a custom mapping solution for Khazarasp, Khorezm, Uzbekistan. The project includes:
1. Custom Map Features:
- Vector tiles (z0–18) with Uzbek/Russian labels.
- Geocoding (address/POI) and reverse geocoding.
- Routing (car/walking; bike in future phases).
2. Admin Dashboard:
- Yandex Map Editor–style dashboard for managing POIs, roads, buildings, borders, polygons, traffic lights, and more.
- Full audit workflow with roles/permissions and versioning.
3. Mobile SDK:
- Android/iOS SDK for map rendering, search, routing, annotations, and offline packs.
4. Recommended Tech Stack:
- Data pipeline: PostGIS for storage; Tippecanoe for tiles; optional Tegola for live MVT serving.
- Search: Nominatim or Pelias for multilingual geocoding.
- Routing: Valhalla or OSRM with turn-by-turn navigation and traffic support.
- Web map: MapLibre GL JS with custom style JSON.
5. Infrastructure Requirements:
- PostGIS setup (~4 vCPU / 16 GB RAM).
- Tile hosting via Tippecanoe + static hosting or Tegola (~4 vCPU / 8–16 GB RAM).
- Routing server (Valhalla): ~4 vCPU / 16 GB RAM.
6. Timeline: A 4-week pilot including data integration, admin dashboard development, SDK demo creation, and field testing.
