Develop a Native App with Mobile and Tablet support

Hi there,
I need a skilful developer to develop a native app (with offline support as well via service workers or similar). Compatible with both Mobile and Tablet. Only Android version is required at this time, but its possible to make it cross-platform even better.
The app is quite simple, and is the first iteration of the app with many more to come. So this will be a long term collaboration with many opportunities for more future work.
The app should be based on the 95% ready mockup made in Figma. Access to mockup screens and flows will be given over chat.
My research shows that its probably best VueJS framework for this type of app, but ready for more suggestion, also in regards to the backend and databases.
