Develop Native Android App

Need help getting an idea off the ground on a tight budget. The idea is to develop a native android app with 8-12 screens. The app is an MVP and thus looking for agile development and iterations of the app. Would need help with design, UX/UI, and app development. MySQL/Firebase preferred. Budget is $500-$800. Open to discussion and proposals.
