Delivery food dev. app

I am looking for an Android and IOS application developer for long-term collaboration, who will develop a local Start-Up project for food delivery like Glovo, Uber Eats. The applications must have useful functionalities both for the user, courier, restaurants and for the admin. I do not want the applications to be created from scratch, I also accept already built projects to some extent to which changes will be added in terms of identity as well as some necessary functionalities if they do not exist, and others in the next updates that will follow. Being a project at the beginning, I want a developer mainly from Europe because before the start of the collaboration, a contract will be signed in which clear clauses will be specified.
