Database architect / realtime / offline mobile app / Complex synchronized app

We are urgently looking for a database, cloud, and mobile architect to manage the development of an application to validate entries in events in real time.
Mobile devices would be Android/iPhone with a Flutter app. On the server side we have PHP with MySQL.
A solution is needed to validate immediate entries without waiting and with the possibility of having a bad or no connection.
It is vitally important that it be very fast, robust and stable.
We have explored several options, Firestore, Realm, Couchbase in the real-time database part and then SQLite, Hive, sqfite, Objectbox in case of using more artisanal systems with notifications, etc.
We need someone with experience to lead the project. Having already studied the best technology, very specific questions will be asked that require a lot of knowledge to ensure that you have the required knowledge.
