Custom software for callcenter

We are looking to create a custom software solution for my callcenter in the UAE, where calling mobile numbers through internet is not possible. We are looking to create a tool which automatically calls through a list of numbers, interacts with receivers in a basic manner using pre-recorded sentences, then updates the status of the lead in our CRM at Bitrix24. Design is irrelevant, we only care about functionality.
More details about exact functionality will be discussed later, but this projects requires a lot of creativity and problem-solving. We are open to any solution, no matter how creative, which achieves the objective. The task is made more difficult due to inability to make phone calls via internet in the UAE. Rooted android phones are available to be used in the solution.
