Custom Samsung J730 ROM Development

I'm looking for an experienced developer to create a custom ROM for my Samsung J730. This ROM needs to be highly specialized with both performance optimizations and extensive security features.
Key Requirements:
- Incorporate a rooted access and proxy into the kernel
- The kernel should be able to automatically accept ADB and conceal them so that apps can't test them
- Modify the device information to change after each reboot
- Simulate non-existent screens to mislead potential monitoring software
- Custom User Interface
- Pre-installed apps
- Performance optimization
