Custom Android Launcher Development

I am in need of a skilled Android developer to create a custom Android launcher for me. This launcher should have a password protected selection screen to build an allow list of package names, and subsequently display in the main launcher view icons only for those applications.

Key features include:
- A home screen layout that is arranged in a grid view.
- Password protected app selection screen.
- An initialization screen that allows the user to set a password
- An initialization screen to make the user enter a license code. This code will be validated against via a REST api, documentation for which will be provided.

Kotlin is the preferred development language for this project.

Ideal candidates for this project should have extensive experience in Android development, preferably with a focus on creating custom launchers. A strong understanding of Android's package management system and global settings is crucial.
