Cross-Platform Utility App Development

I'm seeking a proficient mobile developer to create a utility app for both iOS and Android platforms. The app's primary focus revolves around route tracking and implementing safety precautions.
These are the steps
a. Login

User must be able to sign up or sign in using Email and Password or Google using Clerk for authentication. Once authenticated for the first time user signs up, they must be prompts to add minimum 1 and maximum 5 emergency contacts. They can add phone number of the emergency contacts and name them. b. Working:

Ability to set routes from current location to any destination Real time location and route detection Tracking if the user deviates from the route If user deviates more than 500 meters of set route then send a notification that asks if she is safe. This notification must also have a timer of 30 seconds and if user clicks "Safe" then just re route the user according to current location. If user clicks on "Not Safe" or doesn't click anything for 30 seconds, automatically send current location to emergency contacts. Use only free technologies for this project and no paid software.
