Creation of Android app mirroring a fully functioning 2-year old iPhone app

This project is to make an Android version of an iPhone app called LiquorTX. LiquorTX provides monthly alcohol sales data for approximately 19,000 businesses in Texas (USA) which possess liquor licenses. The iPhone app has been downloaded over 10,000 times with approximately 800 active users per month.

There is already a RESTful backend API built that the Android app can interface with. The app requires implementation of in-app purchases for subscribing to the LiquorTX service. When the app is completed, assistance will be needed in submitting the build to the Google Play store.

I need a developer with full proficiency with the English language.
