Creating offline wifi network (tablets to PC)

I have done (website or webpage) for my students , which is running in my offline laptop using (xampp) as local server.
I would like to get 18 tablets and configure them to get connected to that website through (wifi) using router not connected to internet
so its like LAN or INTRANET but must be not connected to internet or by cables (i.e CAT7)
I need consultation about this because I have little I.T. Networking background on how to do this simple thing.
What extra hardware device needed ?
Is it better to use (remote desktop connection) ?
What configuration to be done to the router ?
what changes I need to make in the laptop (windows) and tablets (Android) ?
is it better to be static or dynamic Ip address ?
I need written step by step method on how to do that , if successful , project considered completed
