Create a standalone plugin for CORDOVA/ANDROID

The task is to create a Cordova/Android plugin that implements a file picker like Telegram's. This includes the different tabs for file categories and preview for media files.
We use Cordova 10 and cordova-android 9.0.0.
We have high code quality standards, so this is not a job for inexperienced developers - experts in CORDOVA only please!
