Create a software that can mark phones activated from specific countries

I need someone to create me a software or a script that can basically power on a Samsung device or a Xiaomi device in any country I need, basically for example i have a 100 Samsung phones, brand new, I have the IMEI numbers for all the devices, i need to activate these phones in Italy, so I would need something maybe a emulator that can take those IMEI numbers and power on using a Italy IP address so in the Samsung servers it shows as if the device was initially powered on in Italy, same thing goes for Xiaomi, I have a few ideas of how it can be possible maybe by catching the data packets being sent and received from the mobile phone to Samsung servers and re writing the whole thing in a software, if you have any questions I can provide you with more and this thing is currently being done i just want it to my self
