Create a native react-native library (Android)

Hello! I need a library for react-native that does the following:

* Integrates https://github.com/NordicSemiconductor/Android-BLE-Library
* Connects to a given BLE mac address
* Creates a foreground service with a wake lock (to keep the BLE connection open even on the background)
* Sends BLE events to react-native (might use HeadlessJS)
* Sends data payload from react-native to BLE

Some important details:

- The most important aspect is to always keep the connection active. The service should keep on running even if the screen is turned off.
- Ideally the module needs to be written in Kotlin. It is not a requirement.

Would you kindly give me an estimate for how much time it would take and an expected cost for the project?
