Create a bulk whatsapp sender software - WhatsApp send bulk messages - Emulators - Android emulators

Im looking a developer with expertise in WhatsApp sending software to make a bulk WhatsApp sender. In the most efficient way possible, android emulators should be launched on an ec2, vps or cloud server (microsoft azure or google cloud front) with the sole purpose of downloading whatsapp on playstore registering a new whatsapp account verify it (manually) and using it continuously in each active emulator, each emulator must have a separate verified phone number account.

I need 50-100 active emulators or active WhatsApp accounts running wich will send 5-7 per hour per 7-9 hours a day (to not surpass the limit to normal personal WhatsApp numbers). the maximum cost per hour per emulator I can pay 0.01625 USD per hour running in a VPS or Cloud environment.
