Create an app very similar to uber

I am looking for an experienced developer to create an app similar to Uber and Lyft etc that will be available on iOS, Android, and Desktop platforms.
The main features of the app must include GPS tracking for ride sharing, and an in-app payment system. Additionally, I require that the app includes both a user profile and a rating system.
