Create an app launcher and retrieve the app usage time using Android Stats class

I need to implement an app launcher with all the applications with modern UI . The apps should be shown in the app launcher according to an output from an algorithm. When the app launcher is launched the usage data of the apps should be sent to an algorithm in a flask server I have created . And based on the outcome of the algorithm the apps should be rearranged
