Create a Webhook

Create a webhook to read notifications and send content to my Web app. I am fine with any of the below :

1. Read notifications from Android phone and send them to my app. In this case, the deliverable would be an android app
2. Read notifications from the chrome browser and send them to my app. In this case, deliverable would be a chrome extension
