Create a Visual Inventory App for Kindle Fire / Android

Looking to build a Visual Inventory App for Kindle Fire / Android devices that stores the files on the device, and has a built-in talk to text function that works without WiFi / Internet connection.
I work remotely where there is no WiFi and limited telephone access.
I have found Apps that have most of the desired functions BUT they require Internet connections via WiFi or a telephone data plan and they store data on a remote server.

DESIRED INPUT PROCESS.
Initial input of image and description can be done literally outside in the field.
#1 User would take a picture of an object using the built in camera, in either picture or video mode, and the image is saved on the device.
#2 User would give a verbal description of the image and the App's talk to text functionality would produce and store the text in a data field linked to the picture. The combination of the image and the text in 3 - 5 data fields is defined as a record.
#3 App can be switched between input functions (camera to audio for talk to text) by touching a spot on the touch screen.
#4 User would edit data in the text fields using either a keyboard or talk to text function.
#5 App would display the saved data on the device for initial review using predefined formats (I.E. Continuous listing of multiple records or display of individual record).

Desired Data Manipulation Process
#6 When the initial input is complete and the User is in an area where a WiFi / Internet connection is available:
#7 App can edit the original data and can delete and/or replace images and data.
#8 App can access additional data fields that are not available for initial input.
#9 User can manipulate, sort, and display data to ensure completeness and accuracy.

Desired Output Process
When User is in an area where a WiFi / Internet connection is available:
#10 App can output data using the device's standard Print or Share functionality.
#11 App can download and upload data to another device or on-line storage.
#12 App can export and import similarly formatted database records and display / manipulate them within the App.
#13 Downloaded / Exported files must be in an editable format (jpg, doc, txt, xml) for use in other software applications and not in an un-editable or proprietary format like PDF.

Not sure about the development process, but willing to discuss options.
