Cordova plugin (e.g. proxy) that converts RTSP stream to WebRTC MediaStream (Web API)

Web camera has TSP videostream which has to be converted
to Web API compatible WebRTC MediaStream
(https://developer.mozilla.org/en-
US/docs/Web/API/MediaStream) so that it can be processed
further and played on web ui of Cordova
Project output is need to be Apache Cordova based plugin that
runs/uses Android platform so the plugin needs to be either
web native (I don't think it's possible) and/or Java based
