Cordova plugin (e.g. proxy) that converts RTSP stream to WebRTC MediaStream (Web API)

Web camera has RTSP videostream which has to be converted to Web API compatible WebRTC MediaStream (https://developer.mozilla.org/en-US/docs/Web/API/MediaStream) so that it can be processed further and played on web ui of Cordova .

Project output is need to be Apache Cordova based plugin that runs/uses Android platform so the plugin needs to be either web native (I don't think it's possible) and/or Java based Android native Cordova plugin (https://cordova.apache.org/docs/en/11.x/guide/hybrid/plugins/)
